About Us
Our work is grounded in the belief that “ordinary” people have extraordinary power to create peaceful, resilient, and vibrant communities. We start with a group or community’s own priorities, knowledge, skills, and aspirations. From there, we create learning, leadership, and change processes that lead to positive, measurable outcomes.
In particular, young people are typically at the center of our work. With more than two decades of positive youth development (PYD) research, practice, and policy experience, MacNeil and Associates specializes in youth-related issues and opportunities and authentic youth engagement.
We also focus on marginalized communities, and conflict-affected and fragile contexts. We’ve worked with youth and communities in and/or from: Kenya, DR Congo, Tanzania, Burundi, South Africa, Sudan, Somalia, Ethiopia, Ghana, Palestine, Syria, Turkey, Lebanon, Tajikistan, UAE, Switzerland, and throughout the USA.

MacNeil and Associates works all over the world, focused on four core areas:

We specialize in conflict-affected and fragile contexts and in partnering with marginalized communities. Each project is unique, so we creatively tailor our approach according to context, community, client, goals, timelines, budgets, and other factors. A project might involve:

Multiple sectors or domains, including education, community development, peace building/PVE, workforce preparedness, urban planning, health, agriculture, and others.

Multiple strategies, including a combination of program design; capacity building; tool development; research; and/or policy development, using combinations of site-based and remote work, depending on needs and budgets.

Multiple levels of scope and scale, from systems-level change efforts, to organizational and community development, to individual coaching and group training.

Our Leadership
Carole MacNeil, PhD
Founder and Principal

Carole has spent her career working with and on behalf of youth and communities, specializing in youth and community development, youth civic engagement, youth-led peace building, inter-generational partnerships, and community-based/participatory research. She has over 25 years of experience in working in communities, schools, youth-serving and community-based organizations, and international development organizations all over the world. Prior to founding MacNeil and Associates, Carole also served as a Fulbright Scholar to Kenya and Visiting Professor at the University of Nairobi; National Director of the 4-H Youth in Governance Initiative; Statewide Director of the California 4-H Youth Development Program; and Executive Director/Co-Founder of the nonprofit organization Project YES (Youth Envisioning Social change). Carole earned her Masters degree from Harvard University’s Graduate School of Education, her PhD from the University of Colorado Boulder, and a Certificate in Nonprofit Organizations from University of Colorado Denver’s School of Public Administration. She has presented worldwide and authored dozens of publications on youth-led development, youth leadership, and youth-adult partnerships.
